ArcPro - is there a way to physically move labels where you want them?

I’ve found the options to have it automatically label them where it thinks it would be the optimal placement, but it looks bad. Any way I could physically drag them or otherwise enter the x,y of where I want each individual label for ~16 points?

You can convert the labels to graphics or annotation.

If you convert them to graphics or annotation you can then move them with the "Move" tool under the "Edit" tab. I believe they still have to remain within the feature, but you can move them.

As others noted, convert the labels to annotation.

Note some quirks that will then frustrate you will be resizing the labels and editing them/moving them. When converting to annotation, make sure you know what scale your map will be so that you convert to Annotation at that scale. If you zoom in/out on annotation, it will get larger/smaller rather than maintaining the same font size like labels do.

When editing annotation, including moving it, the only edit tool you should use is the "Annotation". If you use the "Move" tool on annotation with a callout line, the line will move along with the annotation rather than maintaining the anchor on the feature it is labeling. To move the text with the callout line staying put, you need to use "Annotation". Similarly, trying to edit text using anything but the Annotation tool, will be frustrating.

Also, before resorting to Annotation, you might want to first play around with positioning and using "Feature Weight" to prevent labels being overtop what you don't want them to be on top of.
